ALLEN/SHEPPARD URBAN DESIGN STUDY

The intersection of Allen Road and Sheppard Avenue has long been underdeveloped, considering its proximity to major transportation and transit infrastructure (e.g. Highway 401, the Downsview Subway Station).

In 1999, planningAlliance was commissioned by the City of Toronto to prepare detailed urban design plans and guidelines for the development of a 100 hectare site located at this intersection. To do so, planningAlliance reviewed key precedents, and prepared detailed streetscape plans, urban design and building guidelines – in both two and three dimensions – and Official Plan and zoning policies for the intersection and its environs, including the potential reconfiguration of the Station.

The final products proposed the redevelopment of Allen Road as a major new main street within North Toronto, at the same time that it established a new Western Gate to Canada’s first urban national park, Parc Downsview Park. The Study was adopted by the City Council in June 2000.
