AMMAN MASTER PLAN

The population of Amman, the capital city of Jordan, is forecasted to triple over the next 20 years. In September 2006, planningAlliance was appointed by the municipality to help plan for this growth and address various pressing urban development issues, including the preparation of a Metropolitan Plan and District Master Plans.

The Metropolitan Growth Plan (MGP) covers 1,680 square kilometers and consists of a detailed land use plan, natural and cultural heritage plan, transportation and servicing plan, and a metro housing plan. The MGP addresses the potential impacts of rapid growth within the region by delineating an urban growth boundary, creating a network of urban growth nodes and corridors, and fully integrating the metropolitan area within a regional transportation network and phased servicing plan. The MGP creates Amman’s first natural heritage system plan and cultural heritage districts, and includes a new metropolitan zoning bylaw that equips the plan with a strong implementation mechanism.

The District Master Plans focus on built-up areas of the city and comprise detailed plans that aim to integrate land uses, support social infrastructure, provide high-quality open spaces, parks and recreation areas, connect transportation options, provide servicing, and showcase cultural heritage. Plans are complemented by district-specific urban design guidelines.

The Amman Master Plan was awarded the World Leadership Award in Town Planning in December 2007 by the World Leadership Forum.
